President Biden creates “Gender Policy Council”

The White House has announced that President Joe Biden will sign two executive orders in support of “gender equality.” 

The announcement came on Monday, which was International Women’s Day.

The Gender Policy Council

The purpose of the first executive order that Biden will sign is to establish a Gender Policy Council.

The council will have both a domestic and a foreign policy element, and its ultimate goal will be “to advance gender equity and equality.”

The White House lists five different ways that the council will try to do so. The list includes: “Combatting systemic bias and discrimination, including sexual harassment,” “Ensuring access to comprehensive health care and preventing and responding to gender-based violence,” and “Promoting equity and opportunity in education and leadership.”

The White House said that the council will also look to increase “economic security and opportunity by addressing the structural barriers to women’s participation in the labor force, decreasing wage and wealth gaps, and addressing the caregiving needs of American families and supporting care workers, predominantly low-paid women of color.”

And, on the foreign policy front, the council will advance “gender equality globally through diplomacy, development, trade, and defense, and by recognizing the needs and roles of women and girls in conflict prevention, peacebuilding, democratic rights-respecting governance, global health, and humanitarian crises and development assistance.”

Former President Barrack Obama created a similar council, but it was the Council on Women and Girls. Biden’s council, in contrast, is not on “Women and Girls” but on “gender.”

The second order

The purpose of the second order that Biden will sign is to have the Department of Education (ED) ensure that all “existing regulations, orders, guidance, and policies” are consistent “with the Biden-Harris Administration’s policy that students be guaranteed education free from sexual violence.”

The order will also ask the ED to evaluate” former President Donald Trump’s Title IX regulation on issues of sexual assault.

According to Breitbart, Trump changed Obama’s guidance so as to require a “clear and convincing evidence” standard for sexual misconduct allegations. Obama’s standard was a “preponderance of evidence” standard. Trump did so to ensure that students accused of sexual misconduct are afforded due process.

Biden has said that he wants to return to Obama’s standard, but, with this executive order, he is only asking the ED to “evaluate” Trump’s standard.
